The transport interchange functioning has been presented as a gray box cybernetic model. The identified input data characterizes the transport interchange as an infrastructure object and influence the processes both for public transport and passengers. An integrated indicator has been chosen as the efficiency criterion, combining economic, environmental and social costs.

The article deals with the definition of traffic parameters that ensure the minimum value of the transfer waiting time for passengers. On the basis of experimental studies results, a regression equation to determine the probability of realisation of the planned transfer between a pair of vehicles was proposed. Using the identified regression equation, the transfer waiting time can be assessed for any headway exceeding 7,5 min.

The expediency of using the sustainable development principles for assessing the efficiency of public transport interchange functioning is shown. The passenger waiting time, the probable number of accidents in the area of transport interchanges, the queuing delay, and the amount of total emissions as CO2 equivalent were chosen as indicators that the efficiency criterion includes.
